Appendix «A»
a) la AMA ;
b) el Comité Olímpico Internacional o el Comité Paralímpico
Internacional para los Juegos Olímpicos y Paralímpicos
respectivamente ;
c) la FIA o la ADN que ha expedido la licencia al deportista , o
d) cualquier otra organización antidopaje habilitada para realizar controles en el deportista, como está previsto en el
Artículo 5.1 (Organizaciones habilitadas para efectuar
controles).
Los controles fuera de competición serán coordinados
mediante el sistema ADAMS, cuando sea razonablemente factible hacerlo, con el fin de maximizar la eficacia de los esfuerzos
para controles combinados y evitar cualquier control repetitivo y
superfluo de los deportistas.
5.4.3 Informe
Con el fin de evitar duplicados, la FIA y las ADN deberán comunicar rápidamente los controles realizados al centro de información de la AMA, de conformidad con el Artículo 14.5.
5.5

Requerimientos sobre la localización del deportista

5.5.1.

La FIA identificará un grupo objetivo de deportistas sometidos
a controles, que deben cumplir los requerimientos sobre localización establecidos por los Estándares Internacionales de
Control, y publicará los criterios de selección de los deportistas incluidos en ese grupo objetivo de deportistas sometidos a
controles así como una lista de los deportistas que cumplan con
esos criterios para el período en cuestión. Llegado el caso, la
FIA revisará y modificará sus criterios para incluir deportistas
en su grupo objetivo de deportistas sometidos a controles y volverá a analizar la composición de su grupo objetivo esporádicamente si fuera necesario, de conformidad con los criterios
definidos.
Cada deportista del grupo objetivo de deportistas sometidos a
controles :

a) WADA;
b) the International Olympic Committee or International
Paralympic Committee in connection with the Olympic
Games or Paralympic Games;
c) the FIA or the ASN that issued the licence to the Athlete; or
d) any other Anti-Doping Organisation that has Testing
jurisdiction over the Athlete as provided for in Article 5.1
(Organisations authorised to carry out Testing).
Out-of-Competition Testing shall be coordinated through
ADAMS where reasonably feasible, in order to maximise the
effectiveness of the combined Testing effort and to avoid the
unnecessary repetitive Testing of individual Athletes.
5.4.3 Report
The FIA and the ASNs shall promptly report completed
tests through the WADA clearinghouse in accordance with
Article 14.5 to avoid unnecessary duplication in Testing.
5.5

Athlete Whereabouts Requirements

5.5.1

The FIA shall identify a Registered Testing Pool of those
Athletes who are required to comply with the whereabouts
requirements of the International Standard for Testing, and
shall publish the criteria for Athletes to be included in this
Registered Testing Pool as well as a list of the Athletes meeting those criteria for the period in question. The FIA shall review
and update as necessary its criteria for including Athletes in its
Registered Testing Pool, and shall revise the membership of
its Registered Testing Pool from time to time as appropriate in
accordance with the set criteria.

Each Athlete in the Registered Testing Pool shall:
a) advise the FIA of his whereabouts on a quarterly basis, in the
manner set out in Article 11.3 of the International Standard
for Testing;

a) comunicará su localización a la FIA cada trimestre, de la
manera indicada en el Artículo 11.3 de los Estándares
Internacionales de Control;

b) update that information as necessary, in accordance with
Article 11.4.2 of the International Standard for Testing, so
that it remains accurate and complete at all times; and

b) actualizará esa información si corresponde, de conformidad
con el Artículo 11.4.2 de los Estándares Internacionales
de Control, de modo que sea precisa y completa en todo
momento  y
c) estará disponible para los controles en el lugar indicado,
de conformidad con el Artículo 11.4 de los Estándares
Internacionales de Control.
5.5.2.

Si un deportista no transmite la información sobre su localización a la FIA, esto constituirá un incumplimiento de la obligación
de transmisión de información sobre la localización a efectos
del Artículo 2.4, si las condiciones del Artículo 11.3.5 de los
Estándares Internacionales de Control se cumplen.

5.5.3.

Si un deportista no está disponible para un control en el
lugar indicado, esto constituirá un control fallido a los efectos
del Artículo 2.4, si las condiciones del Artículo 11.4.3 de los
Estándares Internacionales de Control se cumplen.

5.5.4.

Además, cada ADN ayudará a su organización nacional antidopaje a constituir, a nivel nacional, un grupo objetivo de deportistas sometidos a controles que reúna a deportistas nacionales
de alto nivel. Los requerimientos sobre información de la localización establecidos por los Estándares Internacionales de
Control también se aplicarán a esos deportistas. Si esos deportistas también forman parte del grupo objetivo de deportistas
sometidos a controles de la FIA, la FIA y la organización nacional antidopaje acordarán (con la asistencia de la AMA, llegado
el caso) qué organismo se encargará de recibir la información
sobre la localización de los deportistas y de comunicarla al otro
organismo (y a otras organizaciones antidopaje) de conformidad con el Artículo 5.5.5.

5.5.5. La información sobre la localización comunicada en virtud de los Artículos 5.5.1 y 5.5.4 será compartida con la
AMA y con las otras organizaciones antidopaje que tengan jurisdicción para controlar a los deportistas de conformidad con los Artículos 11.7.1(d) y 11.7.3(d) de los Estándares
Internacionales de Control, con la estricta condición de que sea
utilizada a efectos del control del dopaje solamente y de conformidad con el Estándar Internacional para la Protección de
Datos Personales.

c) make himself available for Testing at such whereabouts, in
accordance with Article 11.4 of the International Standard
for Testing.
5.5.2 An Athlete’s failure to advise the FIA of his whereabouts shall
be deemed a filing failure for purposes of Article  2.4 if the
conditions of Article 11.3.5 of the International Standard for
Testing are met.
5.5.3 An Athlete’s failure to be available for Testing at his declared
whereabouts shall be deemed a missed test for purposes of
Article 2.4 if the conditions of Article 11.4.3 of the International
Standard for Testing are met.
5.5.4 Each ASN shall also assist its National Anti-Doping
Organisation in establishing a national level Registered
Testing Pool of top level national Athletes to whom the whereabouts requirements of the International Standard for
Testing shall also apply. Where those Athletes are also in the
FIA’s Registered Testing Pool, the FIA and the National AntiDoping Organisation will agree (with the assistance of WADA
if required) on which of them will take responsibility for receiving whereabouts filings from the Athlete and sharing it with
the other (and with other Anti-Doping Organisations) in accordance with Article 5.5.5.

5.5.5

Whereabouts information provided pursuant to Articles 5.5.1
and 5.5.4 shall be shared with WADA and other Anti-Doping
Organisations having jurisdiction to test an Athlete in accordance with Articles 11.7.1(d) and 11.7.3(d) of the International
Standard for Testing, including the strict condition that it be
used only for Doping Control purposes and in compliance with
the International Standard for the Protection of Privacy and
Personal Information.
