5.1 Leadership and commitment
5.1.1 General
Top management is defined in ISO 9000 like as below:
Person or group of people who directs and controls an organization at the highest level.
Note 1 Top management has the power to delegate authority and provide resources within
the organization.
Note 2 If the scope of the management system covers only part of an organization, then top
management refers to those who direct and control that part of the organization.
Note 3 This constitutes one of the common terms and core definitions for ISO management
system standards given in Annex SL of the Consolidated ISO Supplement to the
ISO/IEC Directives, Part 1.

It is the responsibility of top management to ensure that the appropriate emphasis and
culture towards quality of infrastructure, organization, processes and business outputs are
developed and embedded within company. Top management are charged with establishing
the quality policy, which must permeate throughout the whole organization and everything
that it does. Appropriate quality policy is essential to achieving the company’s business
objectives, goals and targets.
Executive management must also give commitment to the appropriate and timely vision of
all the resources necessaries to undertake the business of the organization. Although it is
accepted that many managerial task will be delegated from executive to directive,
operational and supervisory managers. It remains the duty and responsibility of executive
management to ensure that the organization has enough resource to commit to and support
the delivery in all its activities.

5.1.2 Customer focus
A further dimension to embedding a culture of commitment and support for quality is to
ensure that the whole organization philosophy involves with customer focus. Quality
management system is a process which driven towards meeting the requirements of all
clients and customers, the structure for delivering a high level of organisational performance
and good quality business outputs must have a committed focus to customer requirement
and expectation.
In addition, the system must incorporate as part of its cultural development the mechanism
to facilitate continual improvement. A focus on system improvement is a specified
requirement of this International Standard and should be integral to the management
arrangement contained within the organization structure. It is necessary therefore to
undertake a specific which carefully and clearly reflect these arrangement.
